Madonna sounds like a joke, but with harsh makeup and the retro wardrobe, she could pull off Wallis. She's already so blasted thin!
As far as actual acting skills go, who knows? Evita was okay from what I've heard. But if we are just going by looks, I think Uma Thurman would make a great Queen Alexandra. They look so similar. Stick her in period costume and give her darker hair, and voila!
